chore: Update guile-scriba
The pin moves to v0.4.5, a maintenance release: scriba's log-level suite called
(apply test ...), which Veritas cannot expand, so its test file stopped
compiling. Nothing in the library's API, behaviour or documentation changed,
so the shared shell stays as it was, with a test suite that runs again.
